Alex C. Romero Chief Operating Officer
As the COO of Kit Carson Rural Electric Cooperative in Northern New Mexico, Alex has brought over 30 years of electric utility experience. Specializing in Management of Engineering and Construction, his vision of Kit Carson Electric Cooperative is to provide “Excellence in Customer Service”. By reducing the number of outages, building reliability in the KCEC electric system and establishing an attitude of helping all our members with any problems they may encounter. We will provide Home Energy Audits to help control the ever increasing cost of electricity and to educate our members on the most efficient way of heating and cooling their homes. As we go forward our members will witness the use of alternative means to produce electricity such as solar, biomas, wind, etc. Our dependence on fossil fuels for the generation of electricity will be reduced significantly in the coming years and become more affordable for all our members.

The Administrative Department strives for professionalism because being professional implies competence, pride in ones work and dedication to excellence. Each employee is an important member of the Administrative Department and is responsible for helping to maintain an efficient office. This can be achieved through the constant efforts of each employee to expand, diversify and be continually prepared for changes that maintain the cooperatives endless aspiration to remain innovative and competitive. Department responsibilities include: prepare most correspondence for Management and Staff, handle consumer correspondence regarding billing complaints/payments, requests for service, trouble calls, maintains and records all minutes of Board Meetings, Staff Meetings and Office Meetings, process consumer payments received by mail, preparations for District/Annual meetings, operate the telephone switchboard, direct consumers to the proper department, filing/scanning of consumer records.

It is the responsibility of the Billing Department to create, service, maintain and bill all member accounts in accordance with Public Regulatory Commission rules and Cooperative policies. It is our primary goal and responsibility to meet and exceed the expectations of the membership in providing the best service possible. It is our ambition to utilize every opportunity and tool available to us in making sure that the membership receives excellent service with competence and professionalism. As a department we will strive to continuously improve and expand current services for our members, offering convenience and ease.

This Department is concerned with maximizing employee competency and motivation, the desired end being enhanced productivity, and to involve those activities necessary for the planning and delivery of products (or services) from the Cooperative to the customer and to meet the organizations objectives.
Human Resources - The department is responsible for administering the employee benefits, reviewing applications, recording all internal functions with regard to policy and procedure, orientates all new employees, and monitors probationary work time of employees.
Public Relations – The department creates programs and services to promote the Cooperative to its public including press releases, advertising, radio programs, presentations, public receptions, public speaking with regard to the cooperatives programs, editor of newsletter, (internal and external), performs energy audits and markets the Cooperatives appliances, (i.e.,) Electric Thermal Storage heating, Convection heating, and water heating units, surge protectors, etc. The Department is also responsible for the building facilities and maintenance, and overall safety of the organization.

The Engineering Department's sole responsibility is the design of all electrical facilities belonging to the Cooperatives electrical distribution and transmission system. The department is responsible for all of the short term and long term planning of the electric system and its facilities placement, construction schedules, material specifications, implementation of facilities, required budgets and assuring that all short term and long term objectives have been met. Those objectives include the Two and Four-year engineering work plans, sectionalizing studies, 30 year long range plans, SCADA/Load Management Studies and design. System Inventory, (AMR) Automated meter reading and system reliability studies. The Engineering Department interacts with the Cooperatives other departments on construction designs, system maintenance, and cost issues pertinent to operation of the electrical systems. This assures that the member/owner will be receiving the most reliable, affordable and competitive electric service.
Finance

The accounting departments objective is to fulfill the general accounting, financial, and materiel management function responsibilities. This department ensures the fairness and integrity of the financial statements by maintaining the accounting records in accordance with generally accepted accounting principals, RUS borrower procedures and mortgage requirements, and the Uniform System of Accounts. We believe in creating and enforcing strong internal control policies in order to safeguard cooperative assets. We maintain accurate accounting records and respond promptly to financial requirements.
Operations

The Operations Department is responsible for construction and maintenance of distribution lines and service facilities of the electrical lines in our service area. Electric safety and efficient service is our main concern to our members. Several maintenance programs have been developed to ensure reliable service during last four years such as have constructing two substations in Ojo Caliente and Penasco, upgrading the power lines in Angel Fire and Taos Pueblo. We have worked closely with the New Mexico Department of Transportation to upgrade the power lines in El Prado, Paseo de Canon and Gusdorf Road. These upgrades to the electrical system ensure that our members receive the most reliable electrical service. We are continually moving forward to serve our members in the KCEC Service area. Annual maintenance of our service area is also an important tool in continuing our goal in lower outages in all Districts. Also several conversions of the existing electrical system have been scheduled for 2009 and are further upgrades are outlined in the 2010-2014 four-year-work plan. In addition we have utilized two tree trimming crews to help maintain and reduce outages. With the continued implementation of a full-time maintenance program and the construction of greatly required system improvement projects, we feel very confident the service will continue to improve. We are continually working on improving our reliability to our members.
